CityHomes is a public-private partnership revitalizing a once declining Milwaukee neighborhood about a mile northwest of downtown and attracting middle-class families back to the city. The city of Milwaukee developed the project and provided a construction subsidy of about $21,000 per unit. The city’s subsidy comes through tax-incremental financing, which uses the long-term increase in property taxes to pay back the city’s investment. Additional subsidies were generated through corporate and philanthropic support in order to make up the difference between construction costs and the sale price. Lots cost $1 and the base unit price is $112,000 - $114,000. Originally, 43 single-family homes were built, but due to the project’s success, the city envisions CityHomes will be a 99-home development surrounded by 25 rehabbed homes by 2005.

The architecture of CityHomes (sharply pitched roofs, iron fencing and front porches) is reminiscent of early 20th century homes and was chosen in order to blend in with the surrounding neighborhood.
